Why not place restrictions on how people use the money we've given them to buy food? I favor food stamps, but would rather they not be used for junk food, or at least not to any significant extent. But apparently that's hard to enforce, since people still manage to buy cigarettes with food stamps. And again on the question you raise, angle 2. Around here, farmers' markets accept food stamps. Often such food is more expensive than Walmart, etc. Is it okay for the recipient to select a more expensive market? I'll be honest and say I don't have answers. There is no way to place value restrictions without first making a value judgment.
And of course, since this is politics, politics will factor into the judgment of what people should or should not be paid to eat. And there will always be someone who "loses".
