Why do you feign ignorance on why I say "good"? I think that US military activity is excessive and destabalising for much of the world. You know this already.

The army has always had more troops than what is necessary. We would always joke about that eg: How many members of the army does it take to turn on the lights compared to one marine?
I think what Obama is doing is making sure there's no way his successor can successfully confront ISIS.
I don't see any reason Obama's successor wouldn't be able to raise enough military force to do whatever she felt like doing.
Increasing overall numbers in an all volunteer military is not all that easy and can't be done that rapidly.
For the record, I favor aggressive military action against ISIS, including boots on the ground where necessary, which they are because the Iraqi army doesn't have the will to fight. All of which can probably be accomplished while still cutting overall numbers.
True, a better measure of effectiveness is that in June Obama authorized 450 more troops for Iraq to fight ISIS, bringing total authorized troop levels to 3,500. In Vietnam we once had over 540,000 personnel deployed in country.
"boots on the ground" has never meant if soldiers were deployed "on the ground". It has always meant were troops operating on the ground in independent combat formations.
From my cursory research, Congress and the President would have to be in agreement on the necessity to reinstate the draft.
What I mean is that American infantry forces will have to occupy and patrol certain areas in order to prevent ISIS from re-establishing themselves there.
