There was a discovery channel doc on aircraft carriers many years ago, that had a scene of a sailor scrubbing out the toilets muttering much the same phrase.

According to Discovery though by the time of TOS they had maintenance robots that we never saw.

SNL did a parody of a Navy recruiting commercial many years ago that was much the same thing. “Port of call: Bayonne, New Jersey . . . “

If I remember right from geordi's guide to the enterprise TNG enterprise had carpets that supposedly absorbed the dirt into the ships systems for replication material. So you would not need a person to vacuum. It was something like that.

As @garamet pointed out in a different thread, it's likely a shortening of gamba, the Italian word for leg.
