Well, to start with, water treatment plants and recycling would go a long way. The real problem is that corporations, like Nestle’s, are allowed to steal all the water and sell it back to idiots. A better policy would make it illegal for corporations to do so. They’ve already drained Lake Mead and well on their way to draining Lake Michigan.
