The fact that they have such a horrible human rights record is of concern to everyone. From a ethical standpoint, Biden should be telling China he doesn't agree with their one child policy at all, and he finds it deplorable that they carried it out in the first place. But of course, he is a politician, and politicians don't have the balls to do that when China owns you.
As far as gaffes go, this is small potatoes. Today on Fox I found at least two stories that began with the headline "McCain says..." Really?! Someone cares what McCain says?! Yeah, this is just politics as usual. You don't come into someone's country and say "you suck". Especially when they make all your shit AND you owe them money. Still, it is a bit ironic, the VP from a capitalist country, explaining to a nominally communist country how socialism works.
I don't know why Fox would be reporting anything McCain says anymore. This genius is, after all, the VP of the country AND he's managing to single-handedly rewrite foreign policy. Of course, that's no big deal with this administration. They do that constantly.
While there's a difference between understanding and agreeing with, he's very obviously sucking up. The reality is that he doesn't really give a fuck about China's internal human rights situation.

I understand them too. In fact I would have phrased it differently. I believe that the Chinese have done us a great favor with this one child business. Everyone is moaning and groaning over how they're going to destroy the dollar and takeover the world like America. How the hell are they going to do that when they have so few females to breed with while this billion strong+ country starts to die off and they suddenly realize that two boys can fuck all day, and not make one baby, er (future soldier). Don't expect the Japanese, Koreans, Taiwanese or Thais to breed with you, lesser still the Siberian Russians or Mongolians. Culturally, you are loathed by the East. Nothing personal China. It simply IS what it IS. You have a dangerously unbalanced generation Y and no one to blame but yourselves.
What would you rather happen, have their country overrun by overpopulation and then destroyed? They are holding well over a billion people. It's too much. It sucks that people go to jail for disobeying the law, or go through torture or whatever the fuck the Chinese government does. But I think the outcome in 50 years would be worse. If China is to prosper, it unfortunately has to reduce its population or it will crumble. I don't support the way they've carried it out, but I don't think anyone else has proposed a way to solve their overpopulation problem, other than sterilizing half the males in the country. And we all know that continuing the family line is too important in Chinese culture for this to happen.

The way we're trending, the 'New Caliphate' is going to dominate the world. Islam is losing the war, but winning the peace everywhere they go. In ten years significant parts of Western Europe will be under Sharia, and we've already got honor killings going on right here in the U.S. In the meantime, westernized populations' birthrates are abysmal, and the Muslims are breeding like crazy and exporting their surpluses to western nations. They aren't going to force us out of our own countries- they're going to breed us out, pure and simple, and suck the life out of western economies by taking full advantage of our collective stupidity in terms of entitlements along the way.
Just my two cents, but I believe that whoever comes out on top they'll either be Russia's puppet, or Russia itself. One doesn't need to think hard about Iran getting the bomb (hell, they've just invited the UN to come in and see how fast they're enriching uranium) when they are having SOOOO many "talks" with Russia.
