In all fairness, the NSA and CIA should be spying on foreign governments. It's their mission. Spying on us is the current issue.

Naive. You can bet other countries are doing the same thing to the extent of their capabilities. No one is surprised by this, I assure you.
Not to such an extent. There are (mostly unspoken) rules about what's OK among allies and what isn't. The western world usually plays by those rules. It's not like the EU is secretly building up a terrorist army to capture midwestern Walmarts or something. That's the difference: the more and more paranoid US does seem to think along those ways. Other nations aren't so paranoid; they spy, but they don't assume everybody else is a permanent mortal danger to themselves. I'm more shocked by the incompetence on display. I mean, now they are sweeping?!
Sufficient pressure will change it, as it is capable of changing every other instance of a government flagrantly violating the law.
Reveals like this mean you get a lot more support for people like Manning, Snowden, and Assange. The US starts complaining "wah, they violated our governments privacy, it's an outrage anyone could do that" Rest of world:

Or maybe it will only be capable of causing governments to be more careful next time and cover their tracks better. That's where my money is, anyway.
The only such agreement there's EVER been is that the only "sacred" communication means is the diplomatic bag.
