Every article I could find said Greyhound is refusing to allow searches without a warrant, which seems pretty reasonable to me.

Since all the stories I can find are from February 2020, it looks like they're getting away with it.

The vast and overwhelming majority of searches are warrantless. I won't pretend to know Federal Law regarding ICE searches. I know there's...something...about them being able to stop and search vehicles at random within x number of miles of the border. But, it's never impacted me and I don't really understand the details.

That said, I still want Greyhound to fail.

I was once in Northern Ohio for some training. Around Akron. I slipped on some ice and buggered up my right knee pretty badly. The docs wouldn't clear me to drive my patrol unit home and the City was cheap. So, factor in the cost of having to have the Patrol Car towed home, they weren't springing for a flight. So, they put me on Greyhound. I boarded the first bus at 0645 local on a Thursday. 798 days and 1,321 busses later, I finally made it to the bus stop in my city.

If something like that ever happens again, I'll buy my own plane ticket. I'd rather walk, seriously. Even on crutches.

Police shouldn't be able to search anything without a warrant. Probable cause is a little too authoritarian for my taste.

Unlikely. More likely that it's done to attract US media attention and support from those who think the 2020 election was stolen. If you're not familiar with Peruvian politics, former President Alberto Fujimori was thrown out of office in 2000, after it was discovered how corrupt he was. His daughter has attempted to run for President (no doubt with the idea of giving her father a pardon). She, and the political party that she leads, are the ones claiming fraud.

I mean, think about it, those shirts feed right into the mindset of folks, in the US, who think that there's a secret cabal of pedophiles who rape kids in the basement of a pizzeria, and are secretly running the world. I have no doubt in my mind that the CIA likes nothing better than destabilizing other countries, but the folks most likely to buy into the idea that Peru's election was rigged against Fujimori are the same kinds of folks who stormed the Capitol on 1/6. I don't think that as much as some in the CIA want to destroy certain political groups within the US, that they're cool with toppling the US government to do it. I could be wrong, but I'd like to believe that even the sociopaths running the CIA have some scruples.
