If these are facts, is it time to start considering the idea that some people (and I am really not saying any color or nationality) are born without the ability to be very intellectual. Maybe there are a lot more mentally challenged people than we think and you can't just say they can be raised the same way as children who are capable of more thought?

Clearly there is a huge portion of intellectual potential that is achieved through nurturing the intellect and we have to address societal inequities like racism, culture, and wealth to give every child the things they need to be their best as they grow, but isn't that coupled to a relative limitation based on nature? I do not think every child could be an einstein given our current level of technology in raising children as a society. Maybe in the future we will discover ways to circumvent physical limitations on intellect, but for now we do not have that knowledge and some people are just stupid.

Please do not get the idea that I think some0one's life is not valuable because they are stupid as I totally believe a person's life is valuable to them equally across society in that we all have experiences and a right to them. I don't think Trump should be running the US or committing crimes, but he has every right to seek happiness under the social contract of society.

I'll ask again: do you actually know what IRS agents do? Collecting taxes is only one part of their job.
