GTA never did a proper Tommy Vercetti sequel. Everyone on Earth wanted it. We were SCREAMING for it. Literally! Liotta said at a game awards thing "I can't wait to be in the next one!" and the crowd howled. Nope, Rockstar said (through their actions) "fuck you, we're doing multi-generations, and you can just eat it. ". Now Liotta is dead, and it can REALLY never happen.
I'm sure if they wanted to they could necro-engineer some Tommy Vercetti dialogue or attempt to get someone else to follow in the role.
