Doubtful. Sue Gray is notorious for telling civil servants and MPs how to escape Freedom Of Information requests. She never leaves paper trails and hates the public knowing what anyone in government has been doing - this isn't a Tory only thing, she worked under Labour and helped shield them from public insight too.
