Depends on which side you're looking at it from. The Americans thought of themselves as independent of Great Britain once they had signed the Declaration of Independence. The British didn't think of them as independent until the Treaty of Paris. But the British don't determine American holidays, and in any case the date of the Treaty of Paris is ambiguous. When the Americans signed it? When the British signed it? When the signed copies were exchanged?
Don't know why it's so hard for people to accept that a race of people who spent most of the history of this country enslaved would want to celebrate their own emancipation, rather than the day their masters won the ability to keep them enslaved.
Personally, I think we should go to a summerlong celebration in which July 4 represents the making of a promise, and Juneteenth and August 26 (ratification of women's suffrage) represent two milestones on the way to actually fulfilling it.
