The United States did institute the Marshall Plan after the war, albeit not for altruistic reasons. That helped Western Europe become what it is today. But it didn't incur a debt. We helped rebuild Europe as a bulwark against the Soviet Union. We needed Europe, they needed us. It worked out for everyone... ...right up until Little Lord Fuckleroy decided Europe bad, Russia good.
They "owe" the Soviets, not the Russians, and even you can’t be that stupid. The Eastern Bloc wasn’t liberated, and you know it. Western Europe wouldn’t have fared any better under Soviet rule. Stalin wasn't concerned about freeing Europe in the slightest. Intentions matter. Western Europeans don't have to thank the Soviets for shit. But Putin's boots ain't gonna lick themselves.
