Just so we're all clear. He owes taxes on monies earned from a 20 year old Canadian series that was on for 27 episodes and ended in 1997. Obviously he hasn't had enough time to get his shit back together.

the military is great about that - they owe you, tough shit. I know some air traffic controllers who waited over 18 months to get the "certification" pay which was I think was a couple of hundred extra a month around the year 2000 or so.
His run on X-Factor in the 90s was a lighthearted diversion at a time when the X universe was getting way too serious.

Vendetta is still the best Star Trek book he's ever written, followed closely by A Rock and a Hard Place.
I'd pick Q-Squared first, because Vendetta wears thin on re-reads. Haven't read A Rock and a Hard Place though.
Early TNG Riker in a The Thing style setting, on an icy planet. It's definitely worth the read. Oh, and sure, Q-Squared is great, but Vendetta just packs a great punch. To me, Peter David did the Borg right.
I like Vendetta too, but I stopped buying his books a long time ago. I guess the best description would be that while I liked his stories, I don't like the way he writes. Oh well.
In my opinion Peter David shares the same trait as lots of Star Trek writers. he (and their) writing gets worse the longer they stick with a group of characters. the only exception I see to this rule is the Vanguard series. which was virtually as good at the end as at the beginning. But New Frontier? Corps of Engineers? Deep Space Nine reboot? In my opinion all declined the longer they went on.
I quit reading after #5 or so, and I don't even remember who Soleta is, but it wouldn't entirely surprise me
