Nope. Someone is stealth propping him up. If you ignore him he will wind up green again fairly quickly. So it sucks, it is a pain in the ass, and a waste of rep, but much like Saddam, if you don't spend a lot of time and energy keeping an eye on rick, one day he'll be green again.
