I think there should be a balanced budget amendment, but that will never happen just like significant defense budget cuts.
And it will get as far as the stock trading laws. But this guy can now say "Hey, I tried," and some voters might even believe it.
In a parliamentary democracy the government not being able to get a budget passed would pretty much always lead to it being dissolved and a new election being called. Fixing things so that it also applies for the US would probably help situations like this.
I also agree with @T.R's post about elected U.S. federal representatives not being paid during a shutdown, or even being penalized. Politicians far too often don't have "skin" in the game when they're passing (or not passing) legislation.
The Republicans can reopen the government at any moment. They would just have to modify the filibuster rules. That they aren’t tells you 1) they are completely beholden to Trump and 2) Obama is still in their heads after all these years.
From what I'm seeing, Republicans want to simply pass a CR and keep funding at current levels. The Dems want to increase spending to health care before doing so. If thats the case then it's not as simple as you suggest because it would require 7 dems to cross party lines just to pass a CR. They shouldn't have to modify filibuster rules just to keep the government functioning. Thats ridiculous
Your party controls both houses of Congress and the presidency (not to mention SCOTUS). They don’t need a single Dem vote much less Chuck Schumer’s.
