Flip side -- "historically excluded" fails to acknowledge the lasting consequences of history, which probably makes it easier for those acting in bad faith to continue pretending those consequences don't exist.
The benefits aren't quite as nice (although still much better than the US) but the wages and costs work out similarly here as well. Despite all the doom and gloom predictions a good minimum wage doesn't inflate all prices by an equivalent amount, just a little and the benefits from less people living in working poverty is more than worth it.
Some people would rather pay more taxes to punish people than to prevent them ever becoming criminals in the first place.
