I’m not so sure that you understand the part of the thread title that says “car mods.” That’s an aftermarket item added by an owner. And I’m quite familiar with Cords. The transmission in that was the same one in Tuckers and Alex Tremulis was a designer for both Cord and Tucker.
The owner is a guy who owned his own RV business and this was his custom vehicle he had them build for him. It had it's own helipad.

It’s just the cover (probably plastic) not the wheel itself. The clips probably broke off. Could cause damage to other cars if the zip ties let loose at speed, though.
