I think that it's not clearcut and that attributing things solely to individual personalities who can be ranked is unhelpful. These people are expressions of the system that give rise to them, and Trump is an expression of its decay - something which his predecessors are partially responsible for. From one perspective in fact, Trump is "better" in that he telegraphs his crimes directly and doesn't give a shit about doing fancy PR. For instance, Bush launched an enormous propaganda campaign to deceive people before attacking Iraq and causing regional chaos. Whereas Trump doesn't bother and everyone can see what he's doing. And less competent empire is more likely to fail, which is good. It certainly irks me when people try to rehabilitate scum like George Bush mainly because they spoke more diplomatically while murdering people.
