Why even endanger troops? Just send anti-matter bombs.

For the same reason we send troops to fight wars today. If your goal is conquest then obvious mass destruction is off the table.
That's why you would still need orbital bombardment from starships to knock out the inhibitors. Just as nations routinely conducted naval and air bombardment to "soften up" hostile landing zones for troops.
Translation- "Cuz then we don't get to loot all their cool stuff!".
A weapon like the thalaron generator from Nemesis can let an attack to be carried out without landing troops or destroying infrastructure.

They don't have any scripts or anything, so he'd be working off a major leap of faith.

I can see Worf, Geordi, Beverly, Miles, Julian, and maybe Quark, but Janeway’s in prison, so probably not available. Odom is with his people, Sisko, maybe, I’d love to see some resolution/ reconciliation with him and Picard. Imagine a scene with Sisko telling Picard he doesn’t blame or hold a grudge for the death of Jenifer, that would be a powerful moment. I do totally expect Ryker and probably Troi to make an appearance.
While it would be a wonderful thing I think Star Trek fans are being way too optimistic.
I don't see Patrick Stewart today being basically the same Patrick Stewart from nearly 30 years ago.
It's like expecting James Kirk in the movies to be like that in the original series. Instead for most of the ST:OS movies we didn't get "Captain Kirk" we got "the Shat".

There was literally no difference. Kirk is the Shat, the Shat is Kirk. The secret to Shatner's acting is that he doesn't.
The "Shat" (monumentally stupid name or term by the way) is the image of William Shatner that Shatner and a fair number of people believe to be the real one.
The actor William Shatner was far better at his job that this crude public persona ever has been.

I'd like Picard to be...like a special ambassador at large or some such, but have at his disposal a small sort of Defiant size shit with a crew of specialists or whatever (not many) and regularly interacting with people we know but not as regulars except in a few cases.
I'd like to see Ezri Dax as basically his "companion" in like an attache sense. I'd love to see Bashier as a regular, and thereby Garak comes and goes from time to time. Seven as a regular would work very well i think if you could get the various actors to sign up.
Then beyond that you just work, say Worf or Odo or Kira into a given plot line, let them show up for say a 3 episode arc or some such, but don't overload the cast with old timers.
Just so we can hear "Shutup Wesley" one last time.
In the Star Trek universe, ambassadors are almost invariably major assholes.
Sarek was okay, though definitely an asshole to his son.
Lwaxana Troi wasn't. Worf wasn't. K'Ehelyr wasn't. Neelix wasn't. Spock wasn't. Korrd wasn't. Archer wasn't. It's even debatable whether or not Soval was.
Plus the Ambassador-Class ships were fucking awesome.
^^^ Actually I like the Ambassador Class more than I like the Galaxy Class, from an aesthetic standpoint.

The Ambassador class looks like a horrifying kitbash.
I would disagree on Lwazana Troi big time. She was an incredibly annoying and bitchy person. Same with Neelix. Korrd was only decent after Spock got him to man up.
I won't argue on Archer given he is an Enterprise character and not worthy of it.
