    Sure, it was racist, but also by all accounts completely out of character. Not that Reagan was above a bit of dogwhistle campaigning ("welfare queen"), but unlike Nixon he wasn't the type to casually toss around racial slurs. He must have been really fired up about something.

    You've also forgotten that in 1980, Reagan was endorsed by the KKK who in their endorsement said the "Republican platform looked like it had been written by a Klansman".

    Reagan rejected the endorsement of course though the Carter Admin. criticized him for not doing so immediately.
