    You'd think that they'd want to make sure they knew where it was going to hit.
    Ages ago, I had an idea for an espionage story where the US "accidentally" had an emergency during a shuttle launch and the ET was jettisoned so that it "inadvertently" crashed down on the hideout of a terrorist. The idea being that an overt military strike to take him out would lead to global instability, but if he just "happened" to be killed by an accident, the odds of a massive uprising happening in the wake of his death would be unlikely.
