Whataboutism is a tactic to deflect or derail a discussion by bringing up something unrelated to the discussion in order to accuse someone of or imply that they are guilty of hypocrisy. So no, I would not say this is that.

A straw man is when someone makes up a weak arguiment, attributes it to their opponent and then defeats it in an attempt to show that their opponent's argument is weak. So this is not that either.

What you presumably meant to say is it's a non sequitur, or an instance where one thing does not follow the other. But Jenee has now elaborated on how the two points are connected.
