It's a giant 4 bedroom + finished bonus room place. The kind of people who would want it are likely to have kids (in fact I think the yard situation is the reason it is so cheap, most people that want that many bedrooms want the lawn).

The yard I can fix when I have the money (terrace work is crap, but some braces while ugly can do the trick until I have the money to completely redisgn and relevel the yard). But I don't have control over where this guy lives.

Yes, it is. But sex offenders are likely found all over town. There are people who won't buy the house from you if the guy lives nearby, but most still would. And there's no guarantee he'll still live there by then, though it's likely another will have moved in (see shootER's post). There are many things that go in to a property's value. Far more important are issues like quality of upkeep, any upgrades you do, proximity to amenities, etc. If the home appeals to you on elements such as architecture, transit and walk scores, then you should go for it. Just keep tabs on the pervs.
