THere's times and places, dependent on the people you're with, that white people can drop it. Because it's so frequent in the conversational speech of some black people amongst themselves, it's inevitable that the emotional impact dies away enough that the rest of their social circles would (nervously) pick it up. I can get away with the occasional "nigga did what?" or "'sup nigga?" with a few of my closer guy friends... don't think it'd go over well with the ladies or my housemates' parents. I think it's VERY specific privilege between friends that, now that it's been "reclaimed", can be shared as a token of mutuality.

On the other hand, I'd never call one of my black buddies "boy"... I think that's still a little fresher in the common memory and there's a literal infantilization.
