Trump is responsible for the fear surrounding the incident. Without the context of North Korea and Trump's posturing, hearing a missile warning would be confusing. IN context, you'd shit your pants because it would be well within the realm of possibility due to the constant antagonism between Kim and Trump.
The incident would have happened irregardless and I would imagine I’ve people got a push notification saying there’s a ballistic misleading inbound, there wouldn’t be confusion, people would still react the same. Besides, who’s to say there weren’t people who were confused or even people who didn’t take it seriously and went about their day? That shit happens too in crises.
