I live about 25 miles from 2 of Canada's largest nuclear plants and one of the largest hydro electric sites. Not too mention about a dozen smaller power generating sites and dog only knows how many other major parts of our country's infrastructure. Not sure exactly how far I am from ground zero of the great blackout of '03... In any case, even if the centre of Toronto isn't targeted, we'd be within a couple of blast radii. Fortunately, I have access to the roof of my building and plenty of beer to enjoy the light show... briefly.
Please don't take this the wrong way but aside from the Soviets during the Cold War who would bother targeting Canada? And 25 miles, even 10 miles from ground zero of a nuclear detonation makes a world of difference.
In an all out war and I mean where all the missiles are flying it's a good bet Toronto is on the list. But it may not be on a list until tomorrow. A lot of people think everything get's launched at the same time but it's just as likely that the war will take a few days as everyone wants to see if they hit their targets and adjust to the next target or go after something else. Plus both sides may be wishing for a ceasefire negotiations to start. You can't have that if everyone launches every single missile right from the start. So Space Turkey may have enough time to get the hell out of dodge.

After the initial exchange of a major nuclear war, how would any side know which targets were destroyed? You expect satellites or more accurately their ground stations to be intact and operational?
Intelligence might be harder to gather but it will still be done. I'm betting that we had a couple missiles with satellites sitting on them just for this very thing.
You realize the overages from those plants go directly to the north eastern USA, right? When the US had to have a counter offensive strategy to the USSR, you still had to go through Poland.
As I understand it, Canada's biggest concern in the event of a nuclear exchange is American defences taking out Russian missiles while they're over Canadian airspace.

But I wouldn't use a manhole for shelter anyway. It's probably not deep enough to protect against radiation (initial or fallout). It might not be big enough to fit everyone. Last but not least there is a chance that the cover could be welded to the hole by the heat of the blast meaning you're now stuck. Assuming you're alive of course.
