Not too mention about a dozen smaller power generating sites and dog only knows how many other major parts of our country's infrastructure. It really depends on the manhole cover but for most of them you can just use a manhole hook.

Again what type you need depends on what type of covers are in your area.

But I wouldn't use a manhole for shelter anyway. It's probably not deep enough to protect against radiation (initial or fallout). It might not be big enough to fit everyone. Last but not least there is a chance that the cover could be welded to the hole by the heat of the blast meaning you're now stuck. Assuming you're alive of course.
