yes it might be a rumor, but in Rick's defense "saving face" and deference to superiors trumps "the truth" as we would know "the truth" in western society. True, Japan is not China is not Korea, etc and their cultures are different, but they do share similarities. Many Asian countries place a very high value on tradition, group versus individual success, and a denial of things that make them uncomfortable. Thus I would not put it past Japan to rationalize and whitewash any negative or worrying data concerning the gravity of the virus in their nation.
