I'm not a smart man, but I know what the CDC and WHO have been saying. I know what I'm reading about how this is spreading across the globe. I had to stop, for my own sanity, when even I knew this President was lying. Not little white lies. Bold, bald-faced lies. This is going to get people killed. My owner's are die-hard always Trumpers. So, to them, everything he said tonight is gospel meaning that we will continue to be open unless/until the Governor shuts the State down, which she has no intention of doing.

The Fedgov arguably doesn't have the power to either legislate or enforce one, and an attempt to make the states issue them would be commandeering.

Atlanta almost got shut down completely by the mayor today, but she held off at the governor's request. Wife is a nurse at a suburban metro hospital. They are converting entire wings to negative pressure covid19 wards. She glanced at the first one, it has 2 empty beds out of 60. Patient population is down by about 30% in the rest of the hospital. They will move patients around and convert more wings as things progress. So it goes.
