Not directly related, but in the same ballpark. This is a recording of LBJ talking to a "reporter" by the name of Drew Pearson before Pearson travels to Eastern Europe in 1965. Pearson (if you've seen the original The Day the Earth Stood Still he plays the news reporter) was probably the most powerful man in DC. Every President from FDR to LBJ sent Pearson overseas as an "unofficial" representative of their administration. He ran the DNC state operations for much of the Eastern seaboard and had ample amounts of dirt on every politician in Washington that he never hesitated to use as blackmail material to get a story. At his peak, his daily radio show, weekly newspaper columns, and TV show reached half the American population at the time. He made the bulk of his money not from his media empire (he owned a couple of newspapers and radio stations as well as a syndicated news service), but from an illegal gambling operation. (Those of you who are old enough might remember hearing about the "Irish Sweepstakes" which was an illegal, in the US, lottery ran by the Irish government. Pearson got a cut from every ticket sold in the US.) At about the 10-minute mark LBJ starts talking about the use of tear gas both here and in Vietnam. (At one point he even says, "It's the same kinda gas Chief Murray's got right here. If the negros started moving in the White House and they told them to stop.")

Cops can't the good things do that their leadership won't allow, but do the bad things that their leadership allows. In this case if the individual cops wanted to help and whomever outranks them in that group said "don't break ranks - keep the formation moving!" they keep the formation moving. That's just how shit works for the military and with cops too. And who knows what the cops above these cops decided how their mission would be conducted? Anyway the National Guard are there to assist the cops and are temporarily under police supervision. It's called "being attached". That said the National Guard would be able to say "fuck this! We're helping that old man!" and hopefully the Nat Guard commanders would back them up in their decision. 90 percent of my commanders would back me up if I helped the old guy - but it should be 100 percent of course.
