In his defense it is probably the first meme he has posted that actually mocks the stupid ID the picture login things. I am not sure if you actually realized this before it was pointed out, but it does actually make sense given that context. The meme itself could have been better with some pictures of the terrorist attack on the capitol by the right wing.

no doubt there are memes with the Capitol attack as a choice. But it wouldn't fit the theme of things actually on fire, thus it wouldn't work in the particular meme I came across and posted.
