NPR explained the reasoning was that "Any company with more than 100 workers" was too broad. That it might have flown for businesses where employees are packed like sardines...like some manufacturing businesses or where employees sit right next to each other, etc.

That seems to be the reasoning to me, presumably though the room would probably be under some cap on square footage. Probably ventilation would also be taken into account, etc. Ultimately, I still think this whole thing was Biden throwing big business a bone. They want to impose a mandate, but they don't want to get blamed for imposing a mandate. Biden told them to go ahead and mandate it and let everyone blame him.
Although I never looked into it to find out for sure, I always assumed that 100 employees was just the threshold where some of OSHA's statutory powers kicked in. After all, plenty of other workplace rules (such as the mandate to provide health insurance) only start to apply above various numbers of employees, mostly because legislators know that Walmart whining about a regulation will get less favorable media coverage than a mom-and-pop restaurant owner whining about a regulation.
Yes, I think that's probably true. Most business owners know that having a fully vaccinated workforce is good for them, but they don't want to get daily death threats from deranged right-wing lunatics.
