That was a move towards being more reliable peace partners. JFK also got them to agree to the test ban treaty. Bush got them to agree to non-nuclear proliferation. Obama got them to agree to the NEW START Treaty. Granted, since 2014 things have gotten worse, but some of that is on us. It's not as black and white as people like to make it out to be.
