The same place where the founders intended it - the right to have private weapons in your home so you could be called upon to serve in the militia. Bearing arms means to possess weapons, not to carry them where ever you wish. It didn't mean take your musket to the State Hall. Indeed, they put down several rebellions of the people. Madison himself authored legislation that would ban carrying weapons off your own property unless you were called up for service in the militia as a young represenatative in Virginia. There's a reason that the first part of the 2nd amendment talks about militia, before the right to bear arms. And of course, the concept of the militia in an era of an $850 billion military is irrelevant. The Founders would be appalled at our military and be terrified it would be used against the population. Ironic then that it was one of the last bulwarks against yet another populous uprising by many self proclaimed militia that was completely against the concept of democracy because it had been manipulated by con artists. The real world eats dogma for lunch. I can understand why some people would feel the NM governor overstepped, but as Reagan's Chief Justice Warren Burger said the Second Amendment "has been the subject of one of the greatest pieces of fraud – I repeat the word ‘fraud’ – on the American public by special interest groups that I have ever seen in my lifetime.”

Ummm, if you want to be technical, the second amendment does not apply to the executive branch. It specifically says in the first word congress. She is not a part of state or federal congress. It is specifically an executive action. Wild Bill Hickok disarmed John Wesley Hardin, perhaps the most notorious killer of the old west, in Abilene. Hickok did not know that Hardin was a wanted outlaw and was going by an assumed name. But he enforced the general ordinance against handguns (and Hickok was there because the previous sheriff had been killed) and Hardin complied. Hardin famously smuggled in another weapon in a later trip to Abilene and shot a man through the wall for snoring too loud. Hickok gave pursuit but Hardin got away.
