Ghouliani did clean up certain commercial areas of the city by imprisoning a lot of minorities and letting the cops loose to be fascist thugs in the richer areas. This did make time square cleaner, but his effects did not fix any problems and actually made a lot of racism and inequality a lot worse. He was the guy who embraced corrupt but slick money laundering real estate people like Trump, and was part of the corrupt corporate democrat circle. He was the governor of one of the largest most important business cities in the world in a time when it was needed before the internet became the marketplace. You don't do what he did without a huge amount of corruption. Yes, NY people know who he was, and his image is all smoke and mirrors. He was a great performer, but an ethical and moral man would not have been able to crush people like he did when he was in charge. When they pretend NY is some sort of liberal place remember they elected him and rallied around his stank ass on 9/11 pretending he was the world's mayor because they secretly liked the fame of being the city that survived 9/11 despite the reality only a small minority of people were actually harmed. The silence really only lasted a day and then the city moved on and people a few blocks away were back to work. They just had a new pity party industry to cultivate, and Rudy knew just how to play the victim for the world stage.
Uh, 20 years of sending drones after random wedding parties in the Middle East was definitely an over-reaction, but I don't think you can dismiss the impact an event like 9/11 has on a city, especially when it would have impacted almost everyone who lived or worked in NYC.
