Yeah true, but in that case, it's clearly a "pair" of something, since they are two completely separate pasties and are not physically connected to each other in any way. Bras and panties, on the other other hand, are similar in that they are both "monolithic" structures, yet one is called a "pair" and one is not.
I can't say about panties for sure, other than that the word is a diminutive of pants. But speaking for pants, they were originally a non-singular item. The first pants were more like chaps, and worn by horse riding cultures from the Asian steppe. They were indeed a pair of two (each separately covering a leg).
