Democrats say the dumbest things...

Depends on the small town. Many small towns are populated by people who worked in one job their whole life in the factory because it was union and they had job security. It was safe for them, they never had to learn new skills or do new things, and the union protected their jobs. Now that said union has outpriced the labor in that particular market causing the company to move seeking cheaper labor elsewhere, the people still don't want to learn new skills to be competitive in today's job market. That is how things are in the small town where my mother lives now that the steel plants have all closed up and the town is rotting around their ears. It is their own fault, they do things the old fashioned way - they earned it.

Notice that Barak is subtly taking the onus of responsibility off of the towns and townspeople and placing it on the federal government.
