I can't see this actually passing. Even if the House and the Senate both pass the repeal, Obama has to sign it. He won't. And then, of course, we might get the House to vote 2/3s to override the veto, but the Senate doesn't have 67 people that will vote for repeal.
That's why they've got to run the clock down on it, maintaining just enough buzz to keep it in the public eye, until the 2012 campaign cycle ramps up in earnest. That way it is fresh in people's minds when they go to the polls.
The Republicans in the House have no choice they have to vote on Repeal. Not doing so pretty much assures electoral defeat for a lot of them.
Yeah, the Republicans can at least say they tried to placate their base. If they had any balls at all, they'd simply attach a repeal as a poison pill to something Obama really wants and attach it to everything until it gets passed.
If they're really serious about it, and not just showboating, they'll water torture the thing out of existence by repealing it bit by bit. You want an extra month of unemployment benefits? Fine. We'll get rid of x, y, or z in Obamacare along with it. At the same time, though, they've got to start working on serious reform like allowing insurance companies to compete across state lines and reworking how certificates of need are granted so that competition is encouraged. There are lots of small ways that will add up to big, positive change without granting government more power like the monster does.
