I've decided "arrest any Federal Agent that tries to enforce X" is in effect a pansy-waist secession. Federal Law trumps State law and States only have jurisdiction within their borders. Unfortunately this sucks for the pro-pot crowd, but I just can't wait for a State to arrest a Feddy for something the State doesn't want to prosecute. Fed wins. If you don't like it too fucking bad, the lawyers already control everything anyway.
Only within the limits of the 10th Amendment, if you want to get technical. But who bothers with the Constitution anymore?
I'd be hard-pressed to think of an example of an action the federal government might realistically take that would run afoul of the 10th Amendment. Certainly, administering a federal program found to be constitutional would not be one such thing.
