But to expect to return home when he's contracted a contagious disease with a 60 to 90% mortality rate is nothing short of selfish. No. Pre they were created pre-CDC. It was actually an FDA cold storage room attached to a lab. The building had been National Institute of Health but was handed over to the FDA in the 70s. And they weren't in zip lock bags but in sealed glass vials (molten glass used to seal IIRC).
Ebola while very deadly is not easily transmitted. It requires direct contact with the bodily fluids of an infected person. In other words, not really an issue in countries with a cultural understanding of and basic infrastructure for proper sanitation. In other words, not a First World Problem. You being Canadian and all though, I can understand your terror.

They are consistent. You are just comparing apples (things we are willing to do to non-Americans in order to protect Americans) to oranges (things we will do to Americans). If you have actually read up on Ebola instead of just diving headfirst into the woo you'd know that under the right conditions (such as in the US and most of the world) Ebola poses almost zero threat (what threat does exist extends only to those working with the fluids of the infected person, and as a precaution those people are also quarantined). On the other hand US citizens abroad who are infected face almost certain death. Their odds of survival are greatly increased with proper treatment, which we can provide.
I think the problem (aside from hers mentality and PANIC!) is that a lot of people have a hard time distinguishing between 'deadly' and 'dangerous' (in terms of an outbreak). In order to explain this, lets travel back in time, to a magical place called 'The Eighties'. At this time there was a VERY deadly disease called AIDS that killed almost everyone who got it. It was called by a mysterious virus called HIV. Now in comparison to Ebola HIV is actually MUCH more dangerous in terms of outbreak potential due to it's linger dormant phase and easier transmission. However, lets put that aside. Imagine that back in the 80s some Americans caught HIV in Africa and the government flew them to the US for treatment. They were going to kept in quarantine, and even those treating them were as well. Then imagine a bunch of ignorant Americans (and Canadians) peed in their panties over it. Now imagine how stupid those people would feel today.
