Mulgrew has all but admitted she didn't give any fucks during Voyager, since she had the divorce she was going through at the time. The shitty ass material and backstage politics didn't help .... And Archer was so all over the map, he might as well have donned a red hat and been renamed Carmen Sandiego. I doubt a better character than Bakula could've done better than he did with the infamous gazelle speech.
Wasn't Bakula allowed to ad lib a fair amount of his lines in Quantum Leap in order to give his character's disorientation a more realistic feel?
