    As someone with north of a decades experience with various levels of government technology, it's been a big problem for a very, very long time in the West.

    Between union-protected careerists, vanity projects, avoidance of responsibility and barriers to entry for third parties, government IT projects are a mess.

    I'm just in the process of setting another business that will at least ensure a handful of projects will be lean, mean, well documented and solid. I won't get chance to train anyone up, despite me being very vocal about the need of knowledge transfer, and the fault isn't to do with the department I'm partnering with, it's above them. So once the projects done, and that business gets mothballed in a couple of years, the knowledge to update the system will be lost and it'll be up to someone to go through the documents and code and hope to hell I left enough breadcrumbs (I should do, there really isn't many more mistakes left for me to make to learn from, and my code pretty much self-documents before anyone reasonably competent needs to crack open the Word document)

    No one wants to know what IT does, no one wants to give reasonable parameters for a system, they want something that does what they want it to, and they're not going to articulate what that something is, and they're certainly not going to sign anything that states agreed functionality without a great deal of arse-covering and the capacity to blame IT when it invariably all goes to shit with late deployments and budget overruns.

    Pretty sure @Lanzman will have some horror stories from the US side of the pond too.

    Spoken like a truly ignorant person. Why do you suppose so many federal agencies don't have modern computers? What do you think Congress after Congress (especially Republican controlled congresses) say when they request the funds? Remember all those regulations designed to prevent government from doing its job to protect special interests?

    It is the politicians who make this happen and that is who is to blame. Claiming a government can never work well just means you have no idea about how well most governments do run basic stuff like this. Essentially, corruption in our electoral process makes our government run very badly.

    Don't get me started. @Forbin and, to some extent, @Ancalagon can also speak to this. The short version is this: The government wants a new thing with characteristics X, Y, and Z. They do the study and conclude that this will cost ten million dollars. The contracting process starts and one of the first things that happens is that the money people tell them that they only have seven million dollars. And that's before requirements creep sets in.

    Yeah, that the government doesn't have a system to track if visa holders actually leave when they are supposed to is a problem that has been talked about for a very long time. At least the 1980's and I can remember the issue getting air time post 9/11. No one has bothered to fix it though largely because it would be expensive (most of the computer systems and software would all have to be replaced), big companies don't want crack downs on illegals,

    An illegal aliens who has been reported 15 times in 15 years on a whole host of criminal charges. Yesterday he was drunk, driving a big rig, and slammed into a sedan seriously injuring a family on their way home from Disneyland. The six year old child has traumatic brain injury and may die. Ice immediately asked for this repeat felon to be held for deportation but following the city's sanctuary policy these repeat illegal alien felon was simply released back on to the streets.

    With sanctuary cities, this is what we are talking about felons getting to walk free. Fuck that. There needs to be zero tolerance and if politicians try to grandstand for political gain then they need to spend the rest of their lives in prison. Make then conspirators legally liable for any offense committed by the illegal alien criminals they let go. This is a crime against the people.
