    Hell, I'd love an Associates degree from any community college in Tennessee. The colleges are accredited, and just as good as any community college anywhere else, as far as I'm concerned.

    Missouri is supposed to provide free post-secondary education for all its citizens, but despite a lawsuit or two it isn't exactly enforced. A+ and Bright Flight programs exist, but only for sufficently high GPAs.

    Actually, certs are standardized. They may change over time, but if you got yours the same time or close to when I got mine we had very similar testing and requirements. Testing and education at colleges differs because it is mainly based on teachers and individual curriculums. Standards for state schools are controlled by the state. So yes you will have a different education despite the same degree. This is why technical certs are often considered much different than a college degree.

    The state is prohibited from touching the principal
    That's page 11 of the law which created the lottery.
    As of right now, the lottery in TN is overflowing with cash. One of the reasons for doing this is because they have such a large cash reserve (over and above what they're required to have as spelled out later in the law) that it is simply doing nothing but continuing to draw interest and even at projected rates of growth for scholarship demand, will hardly be impacted. Which means, sooner or later, some opportunistic politician will seek to tap into that money for something other than its intended purpose.

    By expanding the program so that it covers many people wanting to attend the 13 community in TN, this prevents some politician from saying that we should use the surplus to fund the construction of a new sports stadium or something. It also provides an economic boost to TN, far larger than it would get from a new stadium, as well as encourages more people to move to the state.
