nobody is forcing him to worry about being shot, unless you believe that another persons can control another person's emotions, feelings and inner thoughts.
If he's worried about that, get some school social programs together for the outcasts, depressives, loners, heavily medicated, most-likely-to-shoot-his-fellow-student types. Be their friend, integrate them into school society. You can whine that something needs to be done, or you can DO something.

While those suggestions sound like good ideas to me, telling a bunch of kids who just had a crazy person slaughter a bunch of their friends and who narrowly escaped being slaughtered themselves in their own school to shut up and nut up, might be the wrong approach.
