Not sure why anyone would disagree or find fault with these: 1. Build and deploy a total of 9 combination large hospital/search & rescue ships. Station one(1) in the western Indian Ocean, one(2) in the eastern Indian Ocean, one(3) in the south Atlantic Ocean, one(4) in the western Pacific Ocean, and one(5) in the south eastern Pacific Ocean. Four additional ones are available for emergency overseas deployment or refit and training cycles. This allows the U.S. to respond quickly to natural disasters in Africa, Asia, South America, and the Indian subcontinent. Note, these large hospital/search & rescue ships would also be massively useful in the United States in the event of a massive EMP or CME event. 2. Build a number of nuclear reactors aboard barges that can connect to various points of the U.S. power grid in an emergency. Including high capacity desalination plants aboard might be a good idea as well. 5. Build the Rapid Roadway/Runway Repair Vehicles to assist in the repair and maintenance of public highways and airport runways around the United States. 6. Build and deploy the Firecat fire break building excavator system in wildfire prone areas of the United States. 7. Revitalize the U.S. fleet of aerial firefighting tankers. 23) Reduce the rates of plant and animal extinctions around the world by 50% through a coordinated effort with every nation in an effort to promote biodiversity. A system combining financial sanctions and financial incentives to nations where a great deal of biodiversity is at risk should help. 24) Institute a nationwide policy of "Presumed Consent" when it comes to organ donations. The policy in many European countries, this policy is that consent to harvest a deceased person's organs for transplant is assumed unless the next of kin specifically refuses permission to do so. **)Establish a fund to deal with nations and their population centers threatened by ocean rise, weather extremes and desertification. Each nation would contribute to the fund based on a combination of total and per capita carbon emissions. A group of officials appointed by the UN General Assembly and approved by the members of the Security Council would administer the fund and govern its disbursements
Wouldn't it be lovely if all this had been done in the real world? Almost as if it is remarkably different to the fantasy world being described.

When I'm PM I'm going to re conquer the Empire in the first six months then focus on curing cancer using the power of elderberries. After that I'm going to establish a new global "emergency response force" whose primary role is to use nuclear weapons to stop hurricanes and deal with stray cats.
