I assume organic life is able to defeat and purge Control fair and square so long as Control doesn't get the data, so any time after that conflict would have been fine. The specific target time and location was based on where Michaels Mom was located in the future.

I'm expecting the second episode to follow Discovery and not see Burnham in it, and then have them meet each other in the third episode. Right at the end of the episode most likely, but it would be a nice fakeout if they make it seem like they'll be looking for each other all season then at the start of the episode pre-credits just have them bump into each other.
From what I've been reading the new season has been getting very respectable reviews. Critics like the change of location and how the show is working it's way back to more classic Trek.
