I hadn't thought of the Ferengi for some stupid reason But GREAT PICK @tafkats The Ferengi work out much better than TNG/DS9/VOY Klingons as the Gungans of Star Trek & have many more Jar Jar Binks candidates than the TNG/DS9/VOY Klingons do.
I am pretty sure @Federal Farmer got it right with the Packleds. They were considered not so bright, they seemed to have tech well beyond their intellect, and they were fairly pointless in the grand scheme of things. The Klingons were not stupid. They did not have to steal their technology. Clearly knowledge, strategy, and tech were important to war for them. The ferengi would also not classify. There were some dumb ones, but the ones of lesser intellect also seemed to be less able to make profit because the smarter ones would use and abuse them. The Gungans were not the sort to be good con artists. All those laws of aquisition would certainly be too much for people with lower intellect, and ther mental gymnastics to exploit them for your own purposes is not something a dumbass would easily accomplish.
