Whoever made that, doesn't know how to read tarot cards.

The cards shown are "major arcana", which means the meaning of the card applies to the questioner. If the fool comes up in a reading, the questioner (depending on position in the spread) is or needs to be less responsible, more carefree.

And, I'd have Troi as the Empress.
Miles would be more representative of the Magician as it's literally in his job description to make ideas concrete.
