My gut reaction is to side with the Permit Office. Having to block all the intersections required for 2,000,000 people (say, 1.5 million bikes) would be a nightmare for manpower and all the other traffic. But, this is Washington DC. Out of all of our cities, this is the one where this sort of thing should be fairly routine and expected by those working and living in the city center.
The bold, that's it exactly. DC of all places should make every effort to accommodate peaceful assembly. There are ways that it could work, particularly if some creativity went to route selection. In terms of traffic and other disruptions, the alternate, no permit needed, plan will be worse. Far better to accommodate the original request.
Was this a last minute permit request? When was it submitted? Who is organizing it and where are they getting their numbers from? I mean Sturgis and Daytona Beach Bike Week each only get around ~500k and these are annual events that people have years to plan for. Considering the OPs link, it looks like it was a bunch of shit talkers on the internet getting pissed about a Muslim March and wanting a counter demonstration. So if it was last minute and if they didn't have solid numbers (2 million people retweeted our twitter call to action!) I can see why they might have rejected it.

Meh. Rolling Thunder happens in DC every Memorial Day weekend to no great issue. I don't see a problem, especially since it's unlikely they'll have anywhere close to two million bikers.
Fuck you're stupid. It takes time, a lot of time and money to prepare for large parades. Think about the barriers put in place, the hundreds if not thousands of no street parking A-frames, the extra police presence you've got to line up for holding traffic at intersections, alerting drivers, drawing up bus reroutes, alerting riders, coming up with an emergency response plan (think Boston Marathon), the list goes on and on. That's why I want to know when they submitted for a permit. If it was only a couple of weeks (and I have seen no evidence that this was not the case) then it is completely understandable that it was rejected. And seriously, is your IQ above room temperature?!?! You don't think the size of a parade matters for a city?!?! 200 or 2 million, it's all the same?!?! Go stand in the corner you dolt and think about it some more.
