Depends on whether or not they're blonde-haired, blue-eyed and photogenic. If they are, we'll be hearing about that shit for years.
That is an interesting question, because no matter how much you put into an investigation, you can always put in more. Crimes like kidnapping need to be pursued forcefully, both for the sake of the victims and to discourage future crimes. (The way we pursue these cases is probably a major reason kidnapping is so rare outside of family battles and custody disputes.) But obviously every agency that's investigated a kidnapping has drawn the line somewhere. I don't know how they make that decision.
It's not just hypothetical. Most of you will have heard of Madelaine McCann, who is still the subject of a search several years after her disappearance. There have been lots of other kids in the meantime who did not get the same attention.
