A way to revamp the US IRS that would be effective.

    All Audits are to be contracted. Licensed tax attorneys can research vorporate and private citizen tax filings to find unpaid taxes and tax fraud. So if you want to be in this field you have to get a license by certification and vetting. These people get no money unless they find wrongdoing. Then they keep 1 percent of the payments and penalties. The rest gets put into the government as it belongs.

    We take the IRS employees and make them advisors and public paid defense CPA tax attorneys. Their job is to advocate for the public and to help them find proper filings and if they need to defend them against audits.

    An audit should be more like a court proceeding. The contractor investigates and challenges the amount of taxes paid. If there is criminality those charges are presented also as part of the prosecution. The contactors might work directly with state prosecutors to obtain warrants and determine if criminal arraignment is needed. Being wrong on taxes should not be a crime, but deliberate fraud and forgery would be.

    Then the defendant should have an initial presentation of evidence for the taxes presented to a judge who should either dismiss it or send it to a jury because there is probable evidence the tax payers owes more. The local IRS office should provide tax advice and help the tax payer either decide to accept the new amount or prepare a legal argument as to why whatever deductions or conclusions are applied based on the law review. If a large corporation wants to have it's own licensed tax lawyers defend them, then that is up to them.

    By incentivizing pay to auditors through a percentage of the earnings you will encourage going after big corporations, and going after easy to catch mistakes or cheats. You also put the IRS agents we pay for in the position of defending us which makes their employment valuable rather than a bitter relationship where they are being paid to audit us and are just going to take the easiest rout to get the most numbers. This is how you use capitalism to put the government tax man on your side.

    The taxpayer is encouraged to be forthright on their taxes because if someone can make a quick and easy case, they can make a quick buck. If they are going to have to make a huge case out of a few hundred dollars it is not worth their time. And it creates a position where the government is helping you get your taxes right. If it ever becomes necessary to directly pay auditors to check out returns you are going to be getting so much more money because they cheats are not cheating as much that it will be easy to pay them.

    This model seems like a variation on turning law enforcement over to vigilantes. And while the 1% threshold would help keep the vigilantes from going after small-potatoes individual taxpayers (many of whom presumably do make innocent mistakes, especially if they're filing themselves), there's nothing to stop it from turning into a "hey, here's a fun way to harass your enemies" system. (You just know Elon Musk and Donald Trump would have CPA buddies who they could have investigate anyone who says something mean about them.)

    What I am saying is investigations can be costly and time consuming if you have to pay the investigators and establish a secure chain of evidence.

    Do you know how much they are cheating on taxes? You would turn them on each other because they would know independent people will do the work if they don't. Have competitors back worker unions in different industries.
